The event date belongs to the authority. The collection date says when we read it. Neither is a construction start date.

Incomplete history is labelled and left out of unsupported comparisons. Records keep their source trail.
A building permit is not an open bid or guaranteed job. A planning application is not an approval or a construction start. A business licence application is not a confirmed opening.
Categories retain their own authority and date semantics. We do not blend them into a prediction of demand.
For each category, comparisons use the same sources covering both four-week periods. Missing collection days or an incomplete prior window remove that source from the change measure. Counts outside that panel can still appear, with the coverage gap stated beside them.
Adding a source expands coverage. It does not prove growth. An unsupported comparison is withheld, not filled in by AI.
The public sample names its generation date and both windows. Later backfill can change a historical total; a replacement should identify the revision rather than quietly present it as the original edition.
